House leaders are scrambling to pass a bipartisan deal to end a partial governmentshutdownby funding the majority of agencies through September with the exception of the Department of Homeland Security.

The House Rules Committee willmeet at 4 p.m. todayon the latest version of the spending osasuna vs atltico madrid standings measure (H.R. 7148;BGOV Bill Analysis) blessed by President Donald Trump, but it will be a heavy lift.

The five full-year funding bills in the deal Defense, Labor-HHS-Education, Transportation-HUD, Financial Services-General Government, and National Security-State passed the House last month by a bipartisan vote of 341-88. But the circumstances are different this time around with the inclusion of the two-week DHS stopgap.

Lawmakers from both partiesare pushing back against the deal. That resistance partly underscores why GOP leaders had considered moving the bill under an expedited procedure that would have required a two-thirds majority instead of going through the Rules Committee, as conservatives have frequently threatened to sink procedural rule votes in the past.

Rep. Anna Paulina Luna (R-Fla.) demanded GOP leaders attach the SAVE America Act (H.R. 22), legislation to require proof of citizenship to vote, to any funding bill .

I am a hard no and will never vote for this. I am not voting for any of these appropriations unless the SAVE Act is included, Luna said in aposton X, adding: STOP BEING WEAKLINGS!

Despite the resistance, Speaker Mike Johnson voiced confidence that Congress will agree on the funding deal.

Whether all that financial armor is enough to buck history incumbent presidents almost always lose ground in midterms isnt so clear, and Trump knows it.
